Paparazzo involved in Bieber chase charged

A freelance paparazzo who was involved in a high-speed chase of Justin Bieber on a Southern California freeway on July 6 has been hit with four criminal charges by the Los Angeles City Attorney's Office.

According to a statement from the City Attorney's Office issued on Wednesday, the pap in question is freelancer Paul Raef. He has been charged with following a vehicle too closely and driving recklessly with the purpose of getting potentially profitable photos; failing to follow the orders of a peace officer; and another separate count of reckless driving.

Raef, 30, was one of a pack of six drivers who were pursuing 18-year-old pop star Justin Bieber at speeds "well in excess of 80 mph" on July 6, the statement says.

The chase was an accident waiting to happen, Los Angeles City Councilman Dennis Zine told CNN. Zine said he observed Bieber flying past him in his Fisker Karma hybrid at 100 mph that morning.

"He was coming up behind me, making abrupt lane changes, not giving signals, cutting off cars," said Zine, who is also a reserve police officer with the Los Angeles Police Department. The pack of cars chasing Bieber was following the singer "close by, at a rapid speed, all of them."

According to the statement from the City Attorney's Office, Bieber complied with police and pulled over when officers caught up with him and his pursuer, but Raef, who was driving a Toyota Rav 4, didn't stop and sped off instead. About 30 minutes later, after Bieber had been cited for speeding and released, the teen star called 911 to report that the Toyota was following him again.

Police found Raef along with other paparazzi in a downtown L.A. parking lot and confirmed that he was the driver of the Toyota that had skirted away earlier, and referred Raef's case to the City Attorney's Office for prosecution.

This is the first time someone has been prosecuted under a California law that hands down additional penalties to paparazzi who drive recklessly in order to obtain photographs or video of celebrities for financial gain. That legislation was passed in 2010.

If Raef is convicted, he could face up to a year in county jail and $3,500 in fines. His arraignment is scheduled for August 9.

Bieber, meanwhile, is set to appear in court for his speeding citation in September.

    Me and my friend try this for two day follow each other around. which was a little strange but we wanted to know what it feel like being followed. When you do not expect to see some one you know it a little strange because every where I turn he was their some time I forgot it was him a speed up to 60 to 90 then I remeber oh yeah it my friend. He told me yesturday He still look behind hind his back to make sure I am not following him and I do the same now when I car lights come I still get a little nervous think are they following me or are they going home try it with your friends it strange you wll see what is like to be a celebrities most likely.

    Hate to burst some bubbles this paparazzo works by him shelf. The other reason the police officer can told him off well you way your right to privetecy when your a celebrities. A school resourse officer told me You never ever say any thing like that your just asking for trouble for your shelf and the department you work for. He could of went to the fedral court house a file a complain againist that officer. Which would of lead into a long month investagation by the FBI into that officer and the CHP leaders. He basicley to his rights away and last time I check Police officer can not do that. That why police get mad when you tape them or picture them why doing a normal person traffic stop. Why

    I think the CHP may want to rethink their traffic stop procedures with celebrities. Here an Ideal why do not let them paparazzi around and take picture of the celebrities pull over. It will solve a lot of problems they have with the paparazzi. maybe some new people should go under cover as a rookie paparazzi but take a video cam and tape them instead of the celebrities it will show people how danger it can be for a celebrities.

    It's about time these paps get brought under control. I used to live in LA and saw them in action more than once. They try to intimidate, corner, and scare stars. They are aggressive and nasty. The fine is BS, but a year in county, being the girlfriend of a gang member should soften them up a bit. Stars are public people, and as such should not complain about getting their pictures taken, but when it goes over the top like this, it's too much. Still Bieber might think about driving a lower-profile car. A car like that might as well have a neon sign on it.

The city attoney had to do that or Justin bieber ticket would of been throw out base on the evedince that he was chase either way now the CHP is going to get paid big time. My girlfriemd dad the LA DA has no choice but to file charges againist the paparazzo they can only file one them for charges. That all we know. Base on what he heard it was the right decison or It will be saiding the chase never happen and niether the speeding.

    Good. It's about time someone started reigning in these vultures. I'm not one to defend celebrities, because many of them are guilty of the same reckless behaviors as the paparazzi, but these photographers make a career out of harassing and, in many cases, endangering the people they pursue. Perhaps if we could all stop buying the National Enquirer and stop watching TMZ, the incentive for this kind of activity would disappear. It'll never happen, but it's a nice thought.

    These stalkers should be prosecuted with prejudice. There is zero excuse for stalking and intruding on citizen's ability to go shopping, have dinner, go to the beach or vacation, or walk down the street without being stalked and having their images taken without their permission. I'm not a target, just a citizen with common sense and any sense of civility. Prosecute these guys, and give them max sentences for any related crimes committed in the act of stalking.

    Thank goodness this photographer is being charged. I don't mind that Beiber got ticketed either. And I sure would hate it if anyone had gotten injured or killed.

    Also, hate on celebrities all you want, say they're low lifes, but really aren't you just jealous? Just because you don't like Beiber or other celebrities, there's no need to call them ugly names, especially a kid of just 18. Would you be happy if there had been an accident and Beiber and/or others dead? No, it would be tragic. Stop and think before you say such awful things.

      He was being chase by the paparazzi so he had to flee. at least Justin Bieber pulled over for the police instead of fleeing like the paparazzo did. My girlfriend dad is a former DA and a lawyer now. He said the cops shouldn't have let them around his car like they did. They have the same rights as of every us citizen does. I think that why cops a LA attoney office charge him because they were worring bieber made have used that in a court of law and said I didn't wave my right to privetecy and since he a canadain citizen they have to respect the to I hope some look at that and goes what in the H-LL are we doing. Celebs are people to not some property that put out their for the pubic to bash on. I thought we had a civil war over that. Celebs should have the right to privetecy. as does everyone else.

      @Phil: Most paps are contracted with a news org or reporting company. They have health insurance, vacation, etc. Only a very few are completely independent. So only if another person is injured, you get jail time? You might want to review the USA criminal laws, before making such an uninformed incorrect blog reply. He chase her down to and punch another paparazzo in the face. the paparazzo got charge because he broke the law twice. the paparazzo need to be either find heaverly or be in jail.       I think his comment makes sense. Bieber didn't have to run and endanger lives. He literally has THOUSANDS of pics taken of him weekly but for some reason he felt that it was more important to drive 80 mph to not have one more photo taken that day? He should get his license suspended for 3 months at least.

      HOW ABOUT there are national paparazzi laws which include: ANYONE convicted of ANY paparazzi related offense in a car is banned from selling any photos for five years, and anyone caught buying/hiring/contracting with this person is fined $1,000,000. I bet THAT slows 'em down a bit!

      "didn't they learn from diana's death" she has been dead for a decade and theyve only started making law in "2010"?NO ONE should be allowed toput the lives of other drivers in danger. young Justin needs to learn that also. make the fine stifer. you right he wont get jail time, but make him pay dearly.
